Applied Materials to Pay $252 Million Penalty to BIS for Illegally Exporting Semiconductor Manufacturing Equipment
The Commerce Department's Bureau of Industry and Security announced a settlement with Applied Materials Inc. and its Korean subsidiary, requiring them to pay a $252 million penalty for illegal exports of semiconductor manufacturing equipment to China. AMAT routed ion implanter shipments through Korea to a blacklisted Chinese company without the required export license.
The penalty is twice the transaction value, showing BIS is using maximum statutory fines and personnel accountability to deter export control circumvention routed through third countries.
